Description

cpnd broadcasts a message and will get stuck in MDS for 5s due to:

"When the subscription timer is running, any broadcast message-send
is blocked till the timer expires because MDS is in the process of
discovering all relevant MDS Client instances at that time."

This causes csiSetcallbackTimeout on both cpnd and vds components if a 5s csiSetcallbackTimeout is used (as it used to be earlier)
