AMF SU admin operations does not log when there is an error

Description

It is very important from a troubleshooting point of view that it is clear why admin operations fail. Previously we got the infamous "error in packet" message from snmp without much more information. Now we should do much better.

The function avd_su_admin_op_cb should log every error case. It should also have a single exit point to enable tracing and debugging.
